PFI’s Fresh Raids Uncover Hidden Assets and Plans for Islamic Movement

It has been alleged that PFI and CFI (Campus Front of India, the PFI’s student wing) members visited Hathras in Uttar Pradesh a few years ago with an intent to disturb communal harmony, incite communal riots, and spread terror.
The ED has alleged that the PFI had planned to form a “terrorist gang” by collecting deadly weapons and explosive devices to launch attacks on important and sensitive places and individuals with an intent to undermine India’s unity, integrity, and sovereignty, and disturb communal harmony.
The raids, conducted by the Enforcement Directorate (ED) and National Investigation Agency (NIA), have further exposed PFI’s hidden financial networks and radical objectives.
Seizures and Connections
The ED, in its statement, reported that PFI had been using a complex web of organizations to conceal funds and evade detection. The recently seized assets were “beneficially owned and controlled” by PFI leaders, hiding under the guise of non-profits and other entities. These fresh seizures bring the total assets confiscated from the group to ₹61.72 crore.
Additionally, the agencies allege that PFI had been raising money through donations, hawala transactions, and foreign remittances to fuel its activities. According to the ED, PFI had established executive committees across multiple countries, especially in the Gulf region, to collect funds from the Indian Muslim diaspora and channel them toward its radical agenda.
PFI’s Radical Objectives
Formed in 2006, the PFI was ostensibly a socio-political organization advocating for Muslim rights. However, investigations have revealed that its true aim was to create an Islamic movement in India through jihad, with the long-term goal of establishing Islamic dominance. While the organization claimed non-violent methods, evidence points to violent tactics and efforts to instigate unrest.
The agency disclosed that PFI used various methods to foster instability, such as organizing street protests, guerrilla theater, and even non-violent land seizures. Their goal was to create a civil war-like situation, undermining India’s sovereignty and unity. The ED also linked PFI to violent activities during the Delhi riots in 2020 and other acts of violence aimed at disturbing communal harmony.
The organization’s ultimate goal, as per the latest evidence, was to wage a civil war by 2047 to establish an Islamic nation in India.

PFI’s Plan to Achieve Its Goal
The PFI’s strategy involved not only violent means but also non-violent tactics to destabilize the country. The organization used guerrilla theatre(street plays on social and political issues), alternative media, and even targeted street plays to spread its message. Its members were trained in hand-to-hand combat, knife attacks, and the use of weapons like sticks and sickles.
Through all this, the PFI aimed to incite communal tensions and create unrest, hoping to destabilize the nation’s unity and sovereignty.
The organization had more than 13,000 active members abroad, particularly in Gulf countries. It is suspected that funds were raised from these overseas members to support radical activities in India. PFI’s leaders also conspired to arm its followers with deadly weapons to carry out attacks on key locations and individuals.
PFI’s Methods
It alleged that the PFI deployed some methods of cruelty and subjugation like haunting and taunting officials, fraternization (establishing unethical relations or contacts), mock funerals, interdict (a strong prohibitory order), Lysistratic non-action or sexual abstinence.
The agency said the PFI undertook civil disobedience of laws, propounded dual sovereignty (holding more than one sovereign), creating parallel governments, and disclosing identities of secret agents in order to “undermine” the unity and sovereignty of the country.
The outfit deployed tactics of “politically-motivated counterfeiting”, “preclusive purchasing” (buying strategic commodities in global markets to prevent an opponent from purchasing those), non-violent land seizure, seizure of assets, “selective patronage”, dumping (selling a commodity at a price lower than its market value to pressure an opponent), etc.
Jihad Training and Violent Methods
What makes these fresh raids particularly alarming is the discovery of materials linked to violent jihad training. The PFI has been accused of training its cadres in offensive and defensive maneuvers, using weapons like knives and sticks, to prepare for street-level violence. This training carried out under the guise of physical education programs, sought to groom individuals for targeted attacks.
PFI has also been accused of spreading radical ideologies through secret communications and alternative media, stirring discontent and promoting the concept of jihad as a solution to India’s perceived injustices. The organization has maintained a robust network to influence vulnerable sections of the population, urging them to take part in its radical cause.
The Ban and What Lies Ahead
The Indian government banned PFI in September 2022, but the organization’s radical ideology remains a significant threat. Despite the ban, remnants of PFI’s network continue to operate underground, and the group’s influence in some regions still poses challenges to national security. The recent raids highlight the need for continued vigilance against such extremist organizations and the ideologies they propagate.
PFI’s stated objectives have always been at odds with India’s democratic principles. These fresh revelations underscore the group’s far-reaching ambitions and its dangerous potential.
