Fresh guidelines are reportedly expected by mid November. If true, this indicates the government prefers an administrative cleanup rather than defending a deeply flawed document in the Supreme Court.
The regulations were originally notified in January 2026. They immediately sparked massive outrage and widespread protests among general category students and faculty. Critics correctly pointed out that the rules were incredibly vague and heavily one sided in defining caste based discrimination. The drafting was so poor that it created a perfect weapon for left wing activists to target unreserved category members with fake harassment complaints.
The Supreme Court took notice and firmly stayed the implementation of these regulations in January. The bench explicitly stated that the rules suffered from complete vagueness and were highly capable of misuse. As a result, the court directed that the previous 2012 regulations will continue to remain in force until further orders.
Recent buzz, supported by claims from senior political journalists, suggests the government has heard the backlash. Instead of leaving the mess to the judiciary, the Ministry of Education and the UGC might formally scrap the January notification. The plan is to introduce a revised, balanced set of guidelines that protect everyone without villainising the general category.
While there is no official confirmation yet, withdrawing this bureaucratic disaster would be a major victory for institutional merit. A law that assumes only one community can be the aggressor while completely ignoring routine campus politics is a recipe for institutional collapse.
