Himachal Pradesh: Congress’s Cannabis Cure for a Sinking Ship

The next chapter in Congress’s financial comedy comes at the cost of Himachal Pradesh and its people. Himachal Pradesh is a state once known for its scenic beauty and peaceful life. However, it is now on the fast track to becoming Udta Punjab 2.0, courtesy of the Congress government’s brilliant plan.

Himachal Pradesh minister Vikramaditya Singh spoke to the media to state that medicinal cannabis may be the cure for Himachal’s finances!

Yes, you read that right – for the past year the INC has been seriously mulling over legalizing cannabis. In 2023, CM Sukhu predicted that legalized medical cannabis would bring up to Rs. 2000 crores to the state. And so at the cost of turning the state into a narcotic den, the CON Party thinks that the economic disaster brewed by appeasement policies can be cured. Why? Because the Pappu Party thinks that when the going gets tough, the tough get high!

CM Sukhvinder Singh Sukhu knew for a while that the state’s finances were unraveling faster than a poorly rolled joint. And since 2023 Sukhu-government has been trying to justify this solution. However, Sukhu’s administration has blamed a reduction in the Revenue Deficit Grant (RDG), which has dropped from ₹8,058 crore in the fiscal year 2023-24 to ₹6,258 crore this year. He forecasts a further reduction of RDG to ₹3,257 crore by 2025-26, intensifying the fiscal strain on the state. Thus, Himachal’s share of the RDG is shrinking faster than the CON Party promises after an election!

Hence, the Sukhu administration is pulling out all the stops – except, you know, the ones that make sense.

First, there was the grand gesture of deferring salaries and allowances for two months. A bold move, no doubt, especially when your policies drove the state to bankruptcy! The huge fiscal sinkhole in Himachal Pradesh is due to the creation of appointments like an army of Chief Parliamentary Secretaries. The CON party created many posts to appease its supporters in the government. Hence, the economy got smoked to the hilt like a cannabis joint!

Therefore, the Pappu Party gave birth to the brainchild of Medically Licensed Cannabis as their savior! 

Yes, instead of addressing the actual financial mismanagement the government is eyeing the green, leafy plant as the savior of the state’s economy. And they are hoping the failed policies that put Himachal Pradesh in this mess will be smoked right out of the voters’ minds! Forget tourism, IT parks, or infrastructure development – Pappu Party wants to party with weed while hoping the money rolls in. After all, who needs a balanced budget when you’ve got a bumper crop of ‘bhang’?

But wait, there’s more! CM Sukhu and his team have cleverly decided to consider this cannabis craze as a way to “boost revenue.” Meanwhile, they deflect any blame for their financial incompetence onto the BJP. The masters of the Victim Card mentality are blaming everyone but themselves! Sometimes it’s the previous BJP government, sometimes the Central Government, or the global economy.

Amazingly, CM Sukhu has even managed to turn the lack of Central funds into a selling point for his cannabis campaign, a plan underway since 2023 before the RDG reduction. It seems he thought that if the Centre won’t give the money, then Himachal will just have to grow its own; literally! Because when you’re drowning in debt, what better way to stay afloat than by floating on a cloud of cannabis smoke?

Of course, this isn’t just about making a quick buck. The Congress government assures us that this is all about “responsible governance” and “meeting the needs of the people.” They promise only medical cannabis shall be allowed legally. However, they forget that Bharat is fighting a war against the Narco Nexus! Hence, legalizing cannabis will harm the interests of the nation and the culture of the state. However, soon the CON party will try to con its way by projecting cannabis fields in the state as job creation!

And when the youth of Himachal are too busy rolling joints to worry about the lack of opportunities, that’s social stability, right?

This cannabis craze will not just be about a policy; it will bring with itself a lifestyle of weed! Pappu Party Himachal Pradesh would be a place where the economy runs on a never-ending supply of Marijuana! If enforced, the state’s future shall be as hazy as the air over Shimla on a warm summer evening.

But the joke shall be on Bharat! Why? Because this fling with legal cannabis will not end well. Legalizing cannabis might bring in some quick cash, but it’s not going to solve the underlying problems of financial mismanagement, corruption, and a government that’s more focused on freebies and appeasement than on actual governance.

Himachal Pradesh is at a crossroads. The road to recovery requires tough decisions, fiscal discipline, and long-term planning. Instead, the CM Sukhu government seems intent on taking the high road, quite literally. And if they do, the state’s future shall teeter between fiscal collapse and a smoke-filled dream of economic salvation.

Rolling Up the Future, One Joint at a Time

In the end, the CON party government’s cannabis strategy might just be the perfect metaphor for the party’s entire approach to governance. Quick fixes, half-baked ideas, and a desperate hope that something – anything – will work out. Himachal Pradesh is drifting closer to becoming Udta Punjab 2.0, where addiction and economic ruin walk hand in hand. Consequently, Bharat wonders if this is not the kind of trip the people of Himachal signed up for. The state needs real leadership and real solutions, not just another hit of ‘Medical’ Cannabis!
