UP ATS Foils Plot to Form ‘Mujahideen Army

On September 29, the Uttar Pradesh Anti-Terrorism Squad (ATS) arrested four terror suspects accused of plotting to form a “Mujahideen Army” aimed at overthrowing India’s democracy and imposing Sharia law through violent jihad.

The arrests were made following credible intelligence inputs about individuals radicalised by Pakistani organisations and connected through social media networks. According to the police, the suspects were actively radicalising youth, collecting funds, and plotting targeted killings of non-Muslim religious leaders.

The Arrests and Their Plans

The arrested individuals have been identified as:

  • Akmal Raza (Sultanpur)

  • Safeel Salmani alias Ali Razvi (Sonbhadra)

  • Mohd. Tausif (Kanpur)

  • Qasim Ali (Rampur)

An FIR has been registered under Section 148/152 of the Bharatiya Nyaya Sanhita at Police Station-ATS, Lucknow.

During interrogation, the accused admitted they were planning to wage jihad against “infidels” and implement Sharia law in India. Their strategy involved uniting like-minded radicals, spreading violent jihadi literature, and setting up a violent network to execute attacks.

Materials Recovered

From the suspects, police recovered:

  • 5 mobile phones

  • Aadhaar and PAN cards

  • ATM and debit/credit cards

  • A PhonePe scanner

Officials stated these were being used to collect funds and coordinate activities.

Larger Context of Radicalisation

This is not the first time such a plot has been unearthed. Radical Islamist organisations, often with foreign backing, continue to attempt recruitment and indoctrination through encrypted apps, video propaganda, and community-level mobilisation. The goal remains consistent: to destabilise India’s democratic fabric and replace it with a theocratic order.

These arrests underline the persistence of the jihadist threat, even when the government has strengthened internal security and reduced traditional terror networks. The shift towards smaller, dispersed cells reflects desperation but also demands vigilance.

The Civilisational Challenge

India’s constitutional democracy thrives on pluralism, open debate, and the peaceful coexistence of diverse communities. A parallel project to replace it with Sharia law is not merely a law-and-order issue, it is a direct civilisational assault. When groups actively plan targeted killings of Hindu leaders or create jihadi literature to incite violence, it is part of a broader ideological war against Bharat’s ethos.

Just as Naxalism once claimed the lives of thousands in the name of class struggle, radical Islamism now attempts to plant its roots by exploiting grievances and preaching violent separatism. Both are united in one aspect: their hatred for Hindu civilisational values.

The Way Forward

The ATS action is commendable, but vigilance must remain constant. Every node of radicalisation, mosques, madrassas, and online networks, must be monitored. Financial flows that support such plots need to be tracked, choked, and prosecuted. At the same time, the ideological war must also be confronted. Society must openly call out and reject those who rationalise violence in the name of faith.

India has faced terrorism before and defeated it. These arrests show that the security apparatus remains sharp, but also that enemies of Bharat are continuously adapting. The danger is real, but so is the resolve. With firm action, strong laws, and a united citizenry, the dream of a “Mujahideen Army” will remain just that: a dream crushed before it could harm the nation.
