ISRO’s Big Shift: Private Firms To Build India’s Rockets

As Bharat celebrates its third National Space Day today, the country’s space programme is also entering another important phase. On 23 August 2023, Chandrayaan-3’s Vikram lander successfully touched down near the Moon’s south polar region, and the date was subsequently declared National Space Day.

The occasion comes as ISRO prepares for a significant transformation in how Bharat builds and operates its space systems. The Indian space agency is gradually moving towards a model where private companies and public sector enterprises manufacture mature launch vehicles, while ISRO focuses increasingly on advanced research, scientific missions and next-generation technologies.

The shift was highlighted by Dr Pawan Goenka, Chairman of IN-SPACe, at the India@100 Economy Summit.

This is not a reduction in ISRO’s role. It is an expansion of what the organisation can accomplish.

From Building Rockets To Creating The Next Generation

For decades, ISRO has designed, developed and manufactured India’s rockets and satellites. As the country’s space sector expands, that model is becoming difficult to scale on its own.

The new approach is simple: once a technology is proven, industry can take over its production and operations.

The process has already begun with the Small Satellite Launch Vehicle (SSLV), whose technology and manufacturing rights have been transferred to Hindustan Aeronautics Limited (HAL) after an open bidding process.

The next major step could involve the PSLV and LVM3, two of ISRO’s most important launch vehicles.

ISRO Can Focus On What Comes Next

Moving mature rocket manufacturing to industry allows ISRO to concentrate on the technologies that will define India’s next space era.

This includes scientific missions, advanced propulsion, specialised satellites, deep-space exploration and complex space infrastructure.

Once these technologies mature, they can similarly be transferred to Indian industry for large-scale production.

ISRO has already transferred around 120 technologies to the private sector, showing that this transition is already underway.

A Bigger Role For India’s Private Space Industry

The change also creates enormous opportunities for Indian companies.

Instead of a small number of government-led launches, India can develop a larger commercial ecosystem involving rocket manufacturers, satellite companies, launch operators and space-data businesses.

A new private launch facility is also being planned, with private participation expected in its operations.

More launch providers and higher launch frequency would strengthen India’s position in the rapidly expanding global space market.

Building A $44 Billion Space Economy

The transformation supports India’s ambition to expand its space economy from around $8 billion to $44 billion by 2033.

That growth will require more than government missions.

Private companies will need to become major producers, service providers and exporters of space technology. The government can act as an anchor customer while Indian companies compete for international business.

The defence sector is already creating demand, with private companies reportedly receiving orders for 31 satellites, while ISRO is expected to build another 21 under the broader programme.

A Stronger ISRO, A Stronger Space Industry

The most important point is that this transition does not mean ISRO is stepping back.

It means ISRO is moving upward.

The organisation can focus less on repeatedly manufacturing mature systems and more on developing technologies that do not yet exist.

Private industry, meanwhile, can turn proven technologies into commercial products at scale.

That is how a national space programme grows into a national space industry.

From Vikram-1 to advanced private rocket engines and now the gradual transfer of mature launch vehicles, India’s space ecosystem is expanding rapidly.

The next stage is not simply about launching more rockets.

It is about building an entire space economy in which ISRO leads the frontier, Indian industry builds at scale, and Bharat competes across the global space market.
