In a chilling revelation from Uttar Pradesh, the Anti-Terrorist Squad (ATS) has busted a large-scale Islamic conversion racket centered in Balrampur. The operation was led by Jamaluddin, also known as Chhangur Baba, who, along with his family, orchestrated a nationwide scheme to lure, coerce, and convert Hindu girls to Islam. The racket was fuelled by foreign funding to the tune of ₹100 crore, funnelled into dozens of bank accounts.
Jamaluddin and his wife were arrested on Saturday (5th July) from Gomti Nagar. His son Mehboob and an aide had already been arrested by the ATS in April. Multiple FIRs have since been lodged across districts in UP, with police identifying at least 40 confirmed victims, many of them minors.
How the racket worked
According to ADGP Law and Order, Abhishek Yash, an STF probe into the group exposed a sinister system where Muslim men were given money to lure Hindu women into romantic relationships under fake Hindu identities. Once trust was established, these women were pressured or blackmailed into converting. Jamaluddin even performed Nikaahs of these men with the converted Hindu women.
An ATS officer detailed that Jamaluddin operated with a fixed rate-card for conversions based on caste, offering:

₹15-16 lakh for converting Brahmin, Sikh, or Kshatriya women,

Police also recovered a diary from Jamaluddin’s residence listing over 100 Hindu individuals who could be targeted next.
Foreign money, local betrayal
Financial investigations uncovered that over ₹100 crore was transferred from abroad into 40 bank accounts, used to incentivize these conversions. Meanwhile, Jamaluddin, who once sold rings on the streets, amassed staggering wealth: buying showrooms, bungalows, luxury cars, and extensive properties, all funded by this operation. In just a few years, he was living under a Hindu family’s name. Ghanshyam Arora and family, whom he had brainwashed, converted, and assimilated into his ring as Nasreen and Sabiha.
The scale and brazenness of this operation have forced UP police to seek a multi-agency investigation involving the NIA and ED.
A dangerous template repeating itself
This case is not just about one man’s greed or criminal network. It points to a well-oiled system of targeted demographic change, powered by foreign funds, radical ideology, and exploiting the vulnerabilities within Hindu society. By using monetary incentives and religious manipulation, they aimed to undermine entire communities, one girl at a time.
The fact that there was a structured price tag for a certain caste of Hindu women exposes a calculated strategy to break the Hindu social fabric. What’s even more alarming is that despite his public identity as a Sufi saint. Jamaluddin kept his official documents in Hindu names, allowing him to evade scrutiny.
This isn’t the first time such rackets have come to light. Earlier too, cases tied to forced religious conversions have emerged across India. Each time, the common thread remains. Vulnerable Hindu women targeted, identities hidden, lavish foreign funds flowing in. And a chilling intent to change local demography under the radar.
This racket should serve as a wake-up call. Without robust action against such systematic plots, these networks will only become more emboldened. It’s not merely a law-and-order issue; it is a question of safeguarding community integrity and national security.
