The ED investigation indicates that this stolen land served as a financial engine for a terror module linked to the recent Red Fort blast. A university chancellor is now accused of stealing from the dead to fund attacks on the living.

The “Ghost” Signatures: How Dead Men Signed Papers Al-Falah

The details of the fraud are shocking. The ED found that Siddiqui’s associates created a fake General Power of Attorney (GPA) in 2004 to seize land in Madanpur Khadar (Khasra No. 792).

The fraud was blatant: The GPA bore the signatures and thumb impressions of landowners who had died as far back as 1972. According to the investigation, the following deceased Hindu landowners were impersonated:

  • Nathu: Died on January 1, 1972 (GPA signed 32 years later).

  • Harbans Singh: Died on April 27, 1991.

  • Harkesh: Died on June 12, 1993.

  • Shiv Dayal: Died on January 22, 1998.

  • Jay Ram: Died on October 15, 1998.

All these men supposedly “appeared” before a registrar on January 7, 2004, to sign away their ancestral land. Using this forged document, the land was transferred to a frontman named Vinod Kumar, who later “sold” it to Siddiqui’s Tarbia Education Foundation in 2013 for just ₹75 lakh—a fraction of its real value.

The Terror Connection: Land Scams Feeding Bombs

The ED did not find this scam by accident. They stumbled upon it while investigating the Red Fort blast that occurred on November 10, 2025.

The probe revealed that Dr. Umar Un Nabi, the suicide bomber in the attack, was a faculty member at Al-Falah University. As agencies dug into the university’s finances to trace the terror funding, they found the land deals. Investigators suspect that the profits generated from this stolen land were diverted to fund the radicalization and operations of the terror module embedded within the university.

Three other doctors from the institution have been booked, revealing a network where academics and terror funding were deeply intertwined.

A Financial Empire Built on Lies Al-Falah

Siddiqui’s Al-Falah Group is now being dismantled piece by piece. The ED accuses the group of generating over ₹415 crore in “proceeds of crime.”

  • Fake Accreditation: The university allegedly lied about having NAAC “A” grade and UGC recognition to collect hundreds of crores in fees from students.

  • Money Laundering: These funds were then layered through shell companies and used for personal gain and illegal activities.

Siddiqui is currently in ED custody under the Prevention of Money Laundering Act (PMLA). The agency is moving to attach the stolen land in Madanpur Khadar and other assets.

Jawad Ahmad Siddiqui is now facing the consequences of building an empire on the graves of farmers. He stole the identities of dead men to illegally acquire land, which ultimately helped finance a terror network. This investigation serves as a stark warning: the roots of terror often hide behind the façade of respectable institutions.
