According to NADA’s rules, all athletes must inform the agency of their location for random testing. Vinesh Phogat, however, was missing when the testing officer arrived at her residence in Kharkhoda village, Sonipat. Thus, the notice demands an explanation from Phogat within 14 days.

Although this is just a single missed test, athletes can only be excused for three such whereabouts failures in 12 months.
